Completion criterion

A completion criterion is the condition that tells an agent the work is finished. Clarity decides whether it can tell done from not-done; demand decides how much digging it does on the way there. A vague bound invites premature completion — ending early as attention drifts toward being done. The strongest criteria are both checkable and exhaustive; in this catalog they surface as the “Done when (checkable)” section every skill carries.
