Work whose open questions gate each other, so nobody can spec it in one sitting. Fog density picks the instrument: deep fog gets a ticket per question, resolved most-gating-first; shallow fog gets a single sitting. The move most teams skip is the no-fog exit — when the survey finds every question answerable from what already exists, stop and write an ordinary spec. A map with nothing undecided is overhead, not planning.
