Issue-as-spec

Issue-as-spec is the practice of making the work item's body the spec — destination, acceptance criteria, out of scope — written once on the tracker before any code. The implementing brief adds standing constraints and mechanics, never a second copy of the requirements, and the work summary posts back to the item so the tracker stays the durable record. The readiness bar is a handoff test: an item is ready only when its body could be handed to a stranger.
